Chuan Teng supports PRC’s array of client services and human resources in her role as Chief Executive Officer. Previously, Chuan served as the Managing Legal Director of PRC’s Legal Advocacy Program, where she helped launch its healthcare legal services practice, then as the Chief of Programs and Confidentiality Officer, then as Chief of Client Services and Talent, then as Chief Operating Officer. Chuan holds a bachelor’s degree from the University of Michigan, Ann Arbor and a juris doctor degree from Santa Clara University. She is a licensed attorney with the State Bar of California.

Marc Gannon has always been passionate about improving access to health and human services, which aligns perfectly with PRC’s mission of breaking down barriers to care. Influenced by PRC leadership’s unwavering commitment to Diversity, Equity, and Inclusion (DEI), Marc was inspired to join the team to contribute to this important work.
As Chief Operating Officer, Marc aims to foster an environment where every team member has the resources and support needed to succeed. He finds satisfaction in supporting others in their professional growth and career development, striving for exceptional cross-departmental and cross-functional collaboration, and strengthening core business functions to better achieve PRC’s mission.
Outside of his role at PRC, Marc enjoys volunteering as a dog walker at the San Francisco SPCA, hiking throughout the Bay Area, and participating in the East Cut Community Garden.
Marc previously held the roles of Chief Operating Officer at Bay Area Community Health, Vice President of Community Impact at Aloha United Way and Chief of Community Health Services at Waikiki Health. He earned a Master of Social Work at Monmouth University and an Executive Master of Business Administration at the University of Hawaii. He was honored to receive Monmouth University’s Social Work Alumni Award in 2015 and named a Pacific Business News 40 Under 40 Honoree in 2016.

Tasha Henneman, EdD
Tasha Henneman oversees PRC’s public policy and government affairs, as well as all communications functions. She also serves as director of the Black Leadership Council, a new policy initiative addressing broken systems of care for African-Americans and other minority populations. Tasha’s professional experience encompasses more than two decades in the nonprofit and government sectors. Prior to PRC, Tasha was chief of staff at SF Goodwill Industries and served as district director for State Senator Nancy Skinner (D9-East Bay) and as education and health policy advisor in the Office of the Mayor of Berkeley. Tasha earned her EdD and MA in early childhood education and leadership at Mills College. She also holds an MA in public administration from California State University Hayward and a BA in liberal studies from California State University Chico. Among her many current board and advisory roles are Lifelong Medical, the Center for Equity in Early Childhood Education, Berkeley Public Schools Fund, The Preventive Ounce, and K*STAR*Productions.

Beth supports PRC’s social service programs as the Chief Programs Officer. She was inspired to join the PRC team due to its holistic and interconnected approach to client care. She values the broad range of services PRC provides and its focus on empowering clients to address their needs, overcome barriers, reach their goals, and reclaim their lives.
Beth’s connection to PRC’s mission is deeply rooted in her belief that the issues PRC addresses—HIV/AIDS, substance use, and mental health—affect everyone in some way. She feels a strong sense of community responsibility to help make it a better place for all, particularly for those least represented who need support to address social risk factors impacting their wellness and ability to thrive.
Outside of her work with PRC, Beth enjoys being outdoors, hiking, snowshoeing, and running. She also loves playing the mandolin and guitar, traveling, and spending time with her family.
As PRC’s Chief Programs Officer, Beth aims to ensure that every client receives comprehensive support to overcome challenges and achieve their full potential. She is dedicated to making a positive impact on the community by helping those in need reach their goals and improve their lives.
Previously, Beth served as the Senior Supervising Attorney for PRC’s Legal Advocacy Program, then as the Programs Managing Legal Director, and later as the Vice President of Programs. Beth holds a bachelor’s degree from Ithaca College and a Juris Doctor Degree from George Washington University’s National Law Center. She is a licensed attorney with the State Bar of California.

Randi Paul joined PRC after being inspired by its impactful work in San Francisco, where she is raising her family. Deeply connected to the city, she feels a strong responsibility to address its pressing social issues, particularly homelessness. Her motivation to contribute to the community stems from a desire to set a positive example for her children, ensuring they grow up with a sense of active responsibility. With loved ones who have struggled with substance use and mental health issues, Randi understands the critical importance of a strong support system—a resource not available to everyone. This personal connection fuels her dedication to expanding PRC’s reach, helping more individuals access the resources they need to thrive.
As PRC’s Chief Development Officer, Randi’s goal is to engage more people in the organization’s mission, empowering them to envision and achieve better health and financial stability. She is passionate about creating opportunities for individuals to imagine a better life and work toward making it a reality.
Outside of her professional role, Randi enjoys exploring San Francisco with her husband, two sons, and their dog. They often stay active by running, hiking, biking, and taking long walks together. Randi’s love for adventure is highlighted by a memorable experience during a trip to India, where she had the rare opportunity to see a tiger in the wild.
Randi Paul oversees the overall fundraising strategy for PRC, including annual, major, and planned giving, foundation/corporate giving, operations, and stewardship. She has more than 15 years of experience in the nonprofit arts, higher education, and human services sectors guiding donors to make financially significant investments in mission-driven work through meaningful and effective relationships. Prior to PRC, Randi was the Associate Director of Individual Giving at the San Francisco Conservatory of Music, where she was a part of the capital campaign for the Ute and William K. Bowes, Jr. Center for Performing Arts, and prior to that was at the San Francisco Opera. Randi earned her Bachelor of Arts from Rutgers University.

Jason Cinq-Mars has always been driven by a desire to help others, a passion evident from his time in the military to his volunteer work at the SFSPCA. When the opportunity arose to serve his San Francisco community as an attorney, he embraced it wholeheartedly.
As a longtime resident of the Castro and an active member of the LGBTQ community, Jason has witnessed firsthand the challenges people face regarding income and health. His legal practice is dedicated to helping individuals navigate the complex legal landscape and access the benefits they are entitled to. Jason’s work is motivated by a commitment to improving the immediate situations of his clients and helping them thrive in the future.
Outside his professional role, Jason is an avid movie fan and enjoys the outdoors, often taking city hikes to appreciate the beauty of San Francisco. He remains deeply involved in the LGBTQ community, sitting on the volunteer boards of two community organizations focused on education.
A fun fact about Jason is that he has an identical twin brother, with whom he shares a close bond, including joining the military together.
As the Managing Director of Legal Advocacy, Jason aims to support the team in every way possible, ensuring they can provide the highest quality legal services. His goal is to make the process of applying for federal disability benefits smoother for clients, enabling his team to focus on their needs and deliver exceptional support.

Martin Muneton
Martin Muneton joined PRC, drawn by the agency’s esteemed reputation in San Francisco and the unique opportunity the Emergency Financial Assistance (EFA) position offered to leverage his experience in HIV work. The agency’s commitment to diversity and inclusion, integral to its core values, played a significant role in his decision to become part of this dedicated team of professionals.
Beyond his professional life, Martin is actively engaged in the political scene with a focus on international and geopolitical affairs. When not at work, Martin is a sybarite who relishes the vibrant food and wine scene of San Francisco.
In his role as Director of Client Services for EFA, Martin’s primary goal is to enhance the effectiveness and efficiency of the programs he oversees. He is dedicated to delivering services with kindness, compassion, and the utmost respect for participants, continually striving to improve the impact and reach of his work.
Martin holds a baccalaureate degree in Political Science from the University College London (UCL) and has worked in the HIV field since 1997.

Greg Perez
Greg Perez joined PRC with a deep-seated commitment to supporting and uplifting vulnerable communities, shaped by his previous role as a Client Advocate at the Positive Resource Center. His extensive experience in HR and as a Legal Advocate at PRC have equipped him to contribute meaningfully to an organization dedicated to empowering individuals affected by HIV/AIDS, mental health issues, and substance abuse.
PRC’s mission resonates profoundly with Greg, aligning with his longstanding dedication to social justice and equality. From 1996 to 2000, he worked as a Legal Advocate at PRC, representing clients in Social Security Hearings, which strengthened his connection to the agency’s mission.
Outside of work, Greg is passionate about community service and education. He also has a keen interest in GIS and data modeling, which he has applied in previous legal and advocacy roles, including a notable federal voting rights case that reached the Supreme Court. This unique interest allows him to analyze and understand patterns and impacts at the community level.
A fun fact about Greg is that he is a proud grandfather to two young girls.
In his role as Managing Director of People Experience at PRC, Greg aims to create an inclusive and supportive work environment that enables staff to thrive and effectively support clients. By implementing best HR practices, fostering continuous professional development, and embracing technological evolution, he strives to ensure PRC remains at the forefront of providing exceptional care and support.
Gregory possesses two bachelor’s degrees from the University of California, Berkeley in Sociology and Chicano Studies, along with a Juris Doctor from New College of California School of Law. He first worked for PRC (previously AIDS Benefits Counselors) as a Benefits Advocate focusing on Administrative Law Hearings for the Social Security Disability Administration. His return to PRC in a human resources capacity is a source of honor and privilege for him, and he is dedicated to fostering a positive impact within the agency through supportive and value-driven leadership.

Joseph Rameriz-Forcier joined PRC driven by the organization’s pivotal role in addressing the HIV/AIDS epidemic, providing healthcare access, benefits support, and workforce development services. PRC’s impact on the community has long impressed him, reflecting the values he holds dear.
Joseph’s personal connection to PRC’s mission is profound. Having lost friends to the HIV epidemic and family members to substance use and mental health issues, he has witnessed firsthand the critical need for community support to help individuals live with dignity and hope. This background deeply informs his commitment to PRC’s goals.
Outside of his professional work, Joseph is an avid enthusiast of strategy games and has a deep appreciation for the arts, including museums, opera, and theater. He also enjoys the vibrant cultural scene of San Francisco.
A fun fact about Joseph is that during high school, he spent a week each winter camping at Tuolumne Meadows with Park Rangers. This experience allowed him to explore Yosemite in winter, learn about local wildlife, and gain insights into the Me-Wuk peoples’ traditional land management practices.
As the Managing Director of Workforce Development, Joseph aspires to advance economic equity in San Francisco. His goal is to support individuals most affected by HIV, substance use, and mental health challenges, helping them achieve a hopeful and prosperous future.
Joseph is responsible for providing leadership in setting the direction of the PRC Workforce Development Program. He most recently launched the Getting to Zero HIV Workforce Development Services, Peer to Peer certificate Occupational Skills Training (Lift Up SF), SF Dreamkeeper Workforce Development services for the Black/African American Community for the Black Trans Community, Black Peer community services with the OEWD Health Care Academy program expansion. Prior to joining PRC, he was a Case Manager at ECS of San Francisco in the Tenderloin providing direct case management services, then as a Substance Use Counselor at Stepping Stone of San Diego. Prior to Joseph’s non-profit career, he worked for 20 years in technology companies in the San Francisco Bay Area in Product and Technical Marketing in the Telecommunications and Computer Technologies sectors for ROLM/IBM and the MCI Corporation. During this time he volunteered for 20 years at various organizations for people with HIV/AIDS.

His career in non-profit human services began at the United Way of Greater Rochester where he fulfilled a variety of data management and administrative roles over his three-year tenure.

In my role at PRC, I aim to strengthen the organization’s financial stability, ensuring it can continue its vital mission for years to come.
Outside of PRC, I stay busy hiking with our three dogs, attending my kids’ events, and working on various home projects. A fun fact about me is that I’ve visited Oprah’s house twice.

Jessica Winterrowd’s journey with PRC began in 2013 when she was hired as a residential counselor at Ferguson Place. Her first experience in community mental health left her deeply moved by the grace and humility with which clients and staff approached treatment and change. Despite working for other organizations afterward, the profound impact of personal connection and community treatment drew her back to PRC.
As a client-centered clinician and a queer woman, PRC’s mission aligns perfectly with her core principles. She significantly values the sense of safety and acceptance that is integral to PRC’s Baker Places culture.
Outside of her professional life, Jessica is a social, outgoing person with a deep love for San Francisco’s Golden Gate Park, where she enjoys running and spending time with her children. She participates in Bay to Breakers annually and enjoys writing.
A fun fact about Jessica is that she attends Burning Man whenever possible.
As PRC’s Chief Clinical Officer, Jessica is dedicated to achieving near-immediate access to treatment, making dual diagnosis treatment more accessible, and helping individuals break free from the cycle of poverty.

Brian Schneider, Head of Investor Relationships and Marketing, leads Prime Finance’s fundraising and investor relationships. Before joining Prime, Mr. Schneider built and ran large real estate and real asset investment portfolios for Morgan Stanley AIP, Medley Partners, the University of Pennsylvania, as well as DuPont and TRW pension plans. Earlier in his career, Mr. Schneider worked at Prudential, MetLife, and First Texas Savings in lending and asset management. Mr. Schneider holds a B. A. in Economics from Connecticut College and an MBA in Real Estate/Finance from The University of Texas at Austin.

An employee since 2001, Darren manages a team of investment professionals that serve the investment needs of U.S. institutional investors, including corporations, public funds, endowments, and foundations. He also serves on the North American institutional business management team. Prior to joining the Firm, Darren worked for Lincoln Financial, Liberty Funds, and INVESCO Funds as a wholesaler.Darren received a B.S. in Business and Public Administration from the University of the Pacific. Josh Frieman
Josh Frieman is a Principal at Prime Group where he leads the accounting, investor relations and business technology teams for both Prime Residential and Prime Finance. He also serves as the Chief Compliance Officer for both Prime Finance and Prime Residential. Mr. Frieman joined Prime Group in 2005 and has been involved in all facets of real estate investment, finance and administration including leadership roles in over $5 billion of real estate transactions. Prior to that, he was an advisor to distressed businesses, overseeing numerous restructurings and liquidations. Earlier in his career, Mr. Frieman practiced corporate law with Latham & Watkins and served as the General Counsel for a start-up technology company. Mr. Frieman graduated with honors from University of California at Berkeley and Harvard Law School.

I chose to join PRC’s Board because I am passionate about joining an organization that is committed to helping those in need; it’s especially meaningful having grown up with a mother who suffered, and continues to suffer, from substance abuse.
As a member of PRC’s Board, I hope to utilize my skills and knowledge to make a positive impact and difference in the organization’s directions, goals, and outcomes. I appreciate learning from the experiences and perspectives of other board members.
I have been in commercial real estate for over 20 years, and am currently a Director in the Healthcare, Office and Life Science sector at Nuveen Real Estate. Additionally, I consult for The Acceleration Project which services small business owners nationally, serve on the board for the SIPAC organization at St. Ignatius College Preparatory in San Francisco, and my husband and I volunteer with Father Sauer Academy athletics program through coaching and providing administrative services.
Fun fact: I was born and raised in San Francisco and am a graduate of the public school system. I love to sing karaoke.
Nichole Wiley is a Director of Asset Management in the Office/Life Science Sector at Nuveen. Nichole has over 20 years of experience in commercial real estate; prior to joining the firm, Nichole worked for Jones Lang LaSalle Americas, Inc., Flynn Holdings, Genzon and CBRE. Nichole and her family are actively involved with the Fr. Sauer Academy, Nichole also serves on the Saint Ignatius Pacific Asian Club. A 1st generation San Francisco Native, Nichole attended the San Francisco public school system and is passionate about philanthropy and supporting the movement for Diversity, Equity and Inclusion.

PRC’s holistic approach deeply resonates with me. I firmly believe in the organization’s commitment to helping our fellow community members recover and take positive steps in their lives.
In my volunteer work with Mission Graduates, I tutor high school students and mentor college students as they transition to the professional world. Additionally, I volunteer with Toxic Free Future, advocating for reducing exposure to toxic chemicals.
Outside of my community involvement, I enjoy outdoor activities like tennis and hiking in the region’s parks. I’m also an avid reader, always with a stack of books on my nightstand waiting to be explored.
Bringing my experience in marketing, strategy, and public health, I aim to support PRC’s services. I’m particularly excited to help deepen PRC’s connections throughout the community and amplify the stories of transformation at its core. I strive to advocate for maintaining the culture of collaboration and caring that make PRC special, while continually strengthening its services.

I joined the board of PRC because there has never been a more crucial time for us to come together to create a thriving San Francisco. I envision a city that uplifts all communities and addresses its challenges through a holistic, ‘spectrum of care’ strategy. I was also inspired by PRC’s new leadership and its dedicated staff, who work tirelessly on the front lines providing life-saving services to clients and residents.
As someone living with HIV and in long-term recovery, PRC’s mission is profoundly personal to me. I thrive today because of the efforts of countless community activists and advocates, and now it’s my turn to fight for those who lack access due to inequitable systems. PRC is the perfect organization for me to support in this capacity.
I am passionate about Diversity, Equity, and Inclusion, and have dedicated my career to fostering inclusive, freedom-centered organizational cultures as an HR Executive at growing technology startups. Outside of work, I love to sing and have been a member of the SF Gay Men’s Chorus for over ten years. Singing gives me balance and reminds me of the power of art to heal. Additionally, I stay active and can often be found at the gym or in a group fitness class.
I hope to leverage my lived experiences to guide the board in people, governance, and fundraising strategies, and I am ready to serve wherever needed.
Fun fact: I once aspired to be a TV journalist, interning at KTVU-FOX2 in college and covering the election of then-Mayor Gavin Newsom. I often wonder how different my life would be if I had pursued that dream.
Michael Kyle is a Bay Area native and an advocate at heart. Currently, Michael is an HR executive at global startup technology companies where he has been focused on expanding opportunity more equitably and inspiring cultures of inclusion and belonging. Michael spent his early career in banking at US Bank and Wells Fargo where he served as a key change maker in advancing LGBTQIA+ inclusion as President of its LGBTQIA ERG. While there he helped the unbanked to improve the financial well-being of the most underserved through work on the Bank on San Francisco initiative, which later inspired the new Office of Financial Empowerment. Michael received his Bachelor’s Degree from UC Berkeley and has previously served on the Board of Directors of LYRIC and GSA Network. Michael is also a five-time AIDS/Lifecycle cyclist, an active member in the local recovery community, and a current singer with the San Francisco Gay Men’s Chorus. He resides in the Castro District with his French bulldog named Douglass.

I am honored to serve on PRC’s Board to help advance PRC’s impact and visibility in our community and, in so doing, make San Francisco a more inclusive, welcoming and empowering place to live and work for everyone. As an immigrant who grew up in Poland under Soviet communist rule, I appreciate how unequal treatment and limited access to basic necessities impact well-being and opportunity.
Throughout my career, I have always been drawn to complex, thorny problems, first as a high-energy physicist and then as a Fintech executive and entrepreneur. Having spent my career making financial services more inclusive and empowering using technology, I am passionate about ensuring that everyone benefits — and that no one gets left behind — amidst the dramatic shift to digital across all aspects of our lives.
As a Board member, I aim to bring my experiences to bear on the very complex – and very palpable – problems of homelessness, HIV/AIDS, substance use and mental health issues in the San Francisco Bay Area. Outside of my professional endeavors and work with PRC, I enjoy being a father to my son, playing my own piano compositions and exploring the great outdoors.
Michael Niczyporuk is a former physicist turned FinTech and payments executive who has built and grown technology-driven businesses across Visa, USAA, Citi and Capital One. Michael received his Ph.D. from the University of Illinois at Urbana-Champaign and his B.S. from the Massachusetts Institute of Technology, both in Physics. Originally from Kraków, Poland, Michael immigrated to the United States in 1983 and is proud to call San Francisco his adopted home.

Camellia immigrated from Vietnam, making San Francisco her first home after the fall of Saigon in 1975. She attended SF’s elementary schools and Visitation Valley Middle School, experiencing firsthand the struggles of communities with substance use, poor health, and untreated mental health issues. After graduating from Lowell High School, Camellia helped her family’s restaurant in the Tenderloin, witnessing its transformation into “Little Saigon.”
Camellia studied at UC Berkeley and earned her law degree from UC Law SF. Over 25 years, she built a successful career in Silicon Valley, focusing on international law, investment advisory in ASEAN, and leading HR teams from startup to IPO. Deeply connected to PRC’s mission and the SF Bay Area, she is dedicated to making a difference.
Camellia and her husband, John, founded Peabody Health Philanthropies (PHP) to realize their vision of universal access to high-quality healthcare. PHP collaborates with local partners—clinicians, hospitals, NGOs, foundations, educational institutions, and health ministries—to drive sustainable healthcare improvements in low- and middle-income countries.
PHP’s mission aligns with PRC’s values of inclusivity and generosity. “I am honored and excited to serve on PRC’s Board, continuing my work mentoring women in leadership roles in Silicon Valley. Throughout my career, I have championed and mentored many exceptional women and feel blessed to guide them in their growth journeys.”
Camellia and John’s PHP Foundation, and PRC’s mission are cut from the same cloth – their personal commitments are shaped by a belief that everyone deserves access to essential services and support (in their case Healthcare).
Coming from a family of educators, with her father serving as Vice Minister of Education in Vietnam, Camellia believes in the power of knowledge. Her oldest daughter is a public high school teacher, and Camellia mentors the speech and debate team, emphasizing the importance of supporting public schools.

John Peabody, MD, PhD, FACP
Dr. John Peabody is a renowned international health care figure in clinical care quality and a Professor at the University of California, San Francisco and Los Angeles. Professor Peabody has contributed more than 200 articles, books, and abstracts to the peer-review literature on a variety of subjects notably quality improvement and the economic benefits of standardizing clinical practice.
In 2012, Dr Peabody started QURE Healthcare, a company with over 15 million in revenue and used in health systems across the United States and around the world. The QURE platform uses simulated patient to engage clinical providers measure clinical practice and lowering the cost of health care. In 2021, John sold QURE and, with his wife, Camellia, founded Peabody Health Philanthropies (PHP).
The vision of Peabody Health Philanthropies is a world where access to consistent, high-quality, healthcare is equally available to everyone. Within a year of being founded, PHP launched its own software tool, EQIS to continue the work of QURE in low- and middle-income countries. PHP is a hands on philanthropy and in just 10 months has initiated healthcare projects in Malawi, Vietnam, and Bangladesh. Work there is in the care of pregnant women, newborns and heart disease.
While the need in the poorest countries of the world is heart wrenching, San Francisco (SF) is John and Camellia’s home with its own great challenges. “Camellia and I investigated several San Francisco non-profit organizations looking for one that best aligned with their mission and the communities need. PRC stood out because of its broad-based reach in health, including HIV, addressing homelessness and behavioral health issue, legal issues and focus, like other PHP work, on vulnerable populations. Among other deserving SF organizations, PRC’s leadership team stood out. This final piece compelled us to go from supporters to PRC Board members. As Board members we hope to lend our expertise in health care, policy and local politics, advocacy and development.”

Fun fact: John and Camellia discovered that 30 years ago, and before they met, they were both working in the same city at the same time in a remote, rural part of Vietnam. Did two of the first Americans allowed back in Vietnam see each other in passing?

Tamarah is a partner at Cotchett, Pitre & McCarthy, LLP, practicing in a wide range of civil litigation areas including employment law, consumer rights, and personal injury cases. Tamarah was named a 2023 Daily Journal’s Top 100 Women Lawyers in California and has been selected as a Northern California “Rising Star” in Employment Litigation by SuperLawyers in 2018, 2019, 2020, 2021, 2022, and 2023. She is a regular panelist speaker on employment litigation topics at the Consumer Attorneys of California conventions and seminars in San Francisco, Sonoma, and Hawaii, and is a regularly published contributor to the Daily Journal legal newspaper, and has been published in the San Francisco Chronicle on topics related to employment law. She is also on the Board of Governors as a delegate of California for the national plaintiffs’ legal organization American Association for Justice.

Ryan McKeel
Ryan McKeel is Senior Director of Public Affairs at Gilead Sciences, overseeing international communications related to the company’s work in HIV as well as its efforts in the developing world. Prior to joining Gilead, Ryan worked at the San Francisco AIDS Foundation and KPIX-TV in San Francisco, where he produced an Emmy-award winning documentary on the 30th anniversary of the first reported cases of AIDS. He has a BA in Communication and Spanish from Trinity University. Ryan sits on the Development Committee.
